The Community Action Rural Transit System enables county residents to have access to health care, school, shopping, employment, public services, and recreational opportunities. General public transportation is for everyone. You don’t need to meet any qualifications or requirements to use it. There are different public transportation services depending on where you live and where you wish to travel.

C.A.R.T.S. Buses
C.A.R.T.S busing is designed to transport clients to work, stores, doctor visits, to pay bills, etc. for a fare amount. Clients desiring to ride CARTS must schedule at least 24 hours in advance.
Operation: Monday – Saturday 5 am – 8 pm

This service is funded with the help of the Ohio Department of Transportation and the Federal Transit Administration.
‘Make the Connection’ Shuttle
MAKE THE CONNECTION offers riders the ability to travel to 13 stops in the shuttle’s regular route throughout East Liverpool and Calcutta. The route can deviate up to 3/4 mile off the route to pick up or drop off riders along the route.
Operation: M-F 9 am – 3 pm with a final stop at Walmart at 3:45 pm

Our fleet is 100% Wheelchair accessible.
Mobility Management
Mobility Management is a transportation partnership that seeks to optimize ALL transportation resources in Columbiana County. Mobility Management helps coordinate community transportation needs, with a specific focus on assisting seniors, those with disabilities, and low-income riders.
